Go to the Small Business Administration in your area. They give classes and will give you information and brochures full of all kinds of info. You can learn a lot that way.
Wholesalers are all different so you need to contact them and find out the terms from them. Sometimes the initial order needs to be quite large but not always. You can usually order only what you want but some insist you order a full range of products. It varies quite a lot.
The amount of money you need up front depends on the distributor you want to buy from and setup costs for things you will need at home to manage the business. And yes, no matter where the business is located physically it needs to be registered for tax purposes. That is a very small cost and easy to do in most states. You’ll need a form from the state for business registration and that’s about it.

Miss Wong gave good advice on the basics. You should definitely consider building a website first. You can start with that and then monetize your business in a lot of different ways besides direct sales if you like.
You can get a dropshipper or wholesaler after you have got your site up and running. There is a step-by-step process that makes you more likely to reach success.
